Corporate Reporting Tool Migration

Background

The Bureau of Land Management (BLM) National Operation Center (NOC) was converting the BLM Hyperion report system used by all national applications including SMART to the Oracle Business Intelligence Enterprise Edition (OBIEE) system. Therefore, all SMART reports needed to be converted to the OBIEE format in order to continue to be available for carrying out one of the primary functions of the SMART application.

A total of 23 reports needed converting, 9 of the more complicated reports needed converting using a more complex “BI Publisher” tool, which required the knowledge and skill of a software developer to accomplish the conversion.

Challenge

The project objective was to host, operate, and maintain, as well as enhance with additional development, a centralized transaction and reporting system to:

  • Assist users (federal and local government agencies and non-governmental entities) with submitting project work plans, quarterly reports, and funding requests;
  • Provide current information to make management decisions; and
  • Meet legislative and regulatory requirements.

Timely and efficient conversion of the SMART reports was required so that the reports remained available to SMART users to carry out the objectives of the application after the NOC completed its conversion to the OBIEE system.

The Hyperion platform reached the end of its vendor-supported life; therefore, the BLM National Operations Center (NOC) selected the Oracle Business Intelligence Enterprise Edition (OBIEE) as the replacement corporate reporting platform. OBIEE reporting is a major paradigm shift from Hyperion Interactive Reporting.

Solutions

NexGen provided development, integration, testing, and deployment to production of nine (9) SMART reports for conversion from the current Hyperion format to the OBIEE format. Our project team also monitored progress using reporting procedures and measures of performance in accordance with IT industry best practices. Specific activities included four key areas:

  • Program and project management support
  • Re-development of Nine SMART reports (design and development, testing, testing documentation, post pre-FQT and post-FQT bug fix)
  • Deployment of re-developed SMART reports
  • Documentation

Outcome

The NexGen project team is working to migrate reporting data for more than 28 BLM National Applications from Hyperion to Oracle Business Intelligence Enterprise Edition (OBIEE). We have recommended and are implementing a migration solution to develop all encompassing subject areas for all National Applications that will be used to replace approximately 800 canned reports used by BLM. This approach will reduce O&M costs for the government, and provide the end user with powerful analytical reporting tools to make their reporting data efficient and accurate.
